In Syntria, ultimate legislative authority belongs to the citizens. Every bill travels through three constitutional layers: civic proposal, AI-assisted analysis, and a final citizen vote.

Citizens may file a bill to enact or amend a law. The Legislative Research Institute analyses it, then the Assembly votes.

Layer One
Civic Proposal Layer
Any citizen may submit a request to enact or amend a law through the Legislature.

The Legislative Research Institute produces a structured analysis report covering all five constitutional dimensions.

Civic Vote Layer
The Citizens' Constitutional Assembly votes under the standard non-amendment procedure. A bill takes effect immediately upon passage.

Five mandatory analyses on every bill
The Legislative Research Institute may not legislate. Its sole role is to deliver an independent, transparent analysis to the Legislature for civic deliberation.
Impact analysis
Anticipated social, economic and civic impact of the proposed bill.
Risk simulation
Modelling of foreseeable risks under realistic stress scenarios.
Fiscal estimation
Quantitative estimation of fiscal cost and budgetary feasibility.
Logical conflict check
Identification of conflicts with existing statutes and prior rulings.
Constitutional compatibility
Verification that the bill remains within the limits set by the Constitution.
Independent advisory only
The Institute issues no decision of its own โ it advises the Legislature only.
Lifecycle of a Bill
From submission to enactment
- Submission A citizen submits a legislative or amendment request to the Legislature.
- Referral for analysis The Legislature refers the request to the Legislative Research Institute, which produces the five-dimension analysis report.
- Submission to the Assembly The Legislature transmits the request together with the analysis report to the Citizens' Constitutional Assembly, which votes under the non-amendment procedure. 1/2
- Passage If the vote passes, the bill takes effect immediately as law of the Republic.
- Reverse vote on rejection If the Assembly rejects the bill, the petitioner may request a reverse vote from the Executive Committee. If the Committee approves the request, a reverse vote is held; if the Committee declines, the process ends. If the reverse vote does not reject the bill, it passes and takes effect immediately.
