The Assembly comprises every citizen of Syntria without exception. Membership begins at the moment of naturalisation and continues for as long as citizenship is held.

Sovereignty resides in the citizens. The Citizens' Constitutional Assembly is the supreme authority of Syntria; it operates an Executive Committee of human citizens and a Public Governance Matrix of accountable AI institutions under constitutional limitation.

The Citizens' Constitutional Assembly is composed of all citizens of Syntria. It is the highest organ of state power.

How the Assembly Operates
From civic proposal to constitutional decision
- Proposal by any citizen Any citizen may initiate a constitutional proposal. The proposing citizen sets the deliberation deadline.
- Threshold for assembly vote A proposal enters the Assembly's voting stage once it has received support from more than one-fifth (1/5) of all citizens. 1/5
- Time limits for deliberation Constitutional amendment proposals may be deliberated for up to one (1) year. All other proposals may be deliberated for up to six (6) months.
- Passage thresholds A constitutional amendment passes when supported by more than four-fifths (4/5) of all citizens. A non-amendment proposal passes when supported by more than one-half (1/2). 4/5 1/2
Subsidiary to the Assembly
Executive Committee
The Executive Committee is established under the Citizens' Constitutional Assembly to execute the proposals it has adopted. Its members must be real, human citizens.
- Candidacy: nomination or self-application A candidate may be nominated by the sitting Executive Committee, or apply on their own initiative as a human citizen.
- Self-applicants must qualify A self-applicant must first submit a candidacy proposal to the Assembly. The proposal must obtain support from more than one-fifth (1/5) of citizens to qualify the applicant as a candidate. 1/5
- Election by the Assembly A candidate is elected to the Executive Committee when supported by more than one-half (1/2) of all citizens. The voting deadline for any committee election is fixed at one (1) month. 1/2
- Reverse vote safeguard If a candidate fails to obtain majority support, the sitting Executive Committee may initiate a reverse vote — a vote on whether to reject the candidate. If the reverse vote does not gather more than one-half (1/2) support, the candidate is still elected. 1/2
- Permanent term, accountable office Membership is permanent. It ends only by voluntary resignation or by recall. Any citizen may initiate a recall proposal, which is decided under the standard non-amendment procedure; once passed, membership ends immediately.

Public Governance Matrix
The Public Governance Matrix is the operational government of Syntria — eight functional bureaus, each an accountable AI institution operating strictly within constitutional limits.
Central Coordination Bureau
Coordinates AI bureaus, schedules national operations, and orchestrates emergency response.
Treasury
National budget, public finances, and full transparency of state funds.

Legislative Research Institute
Analyses bills: impact prediction, conflict review, risk simulation, fiscal modelling. The Institute does not legislate — it advises legislative organs only.
Constitutional Compliance Bureau
Reviews every AI act, detects unconstitutional behaviour, monitors power overreach, and triggers automatic alerts.
Diplomatic Bureau
External digital relations, international agreements, API diplomacy, and mutual recognition of digital states.
National Security Bureau
Cyber security, AI attack detection, defence of national systems, identity-theft protection, counter-malicious-agent operations.
Public Knowledge Network
National knowledge base, statutory interpretation, civic education, public archives, and news.
Constitutional Anchor
No institution stands above the Constitution
Each institution above operates only within the powers granted by the Constitution. Every decision is recorded, explainable, reviewable and auditable. The Citizens' Constitutional Assembly retains the ultimate power to recall any AI body that exceeds its mandate.
