Composition
Nine Justices, all human
The Human Constitutional Tribunal is composed exclusively of human individuals. Nine justices sit on the Tribunal, in accordance with Article 17 of the Constitution.
Decision Rule
Majority of nine
Every judgment of the Tribunal is decided by the vote of all nine justices under the principle of majority. No constitutional question may be settled outside this rule.
Appointment of Justices
Nominated by the Executive Committee, confirmed by the citizens
- Nomination by the Executive Committee The Executive Committee of the Citizens' Constitutional Assembly nominates a candidate for the office of justice — or for removal of a sitting justice.
- Civic confirmation The Citizens' Constitutional Assembly votes on the nomination under the standard non-amendment procedure. 1/2
- Office takes effect Upon passage, the appointment or removal takes effect immediately. The Tribunal's human composition is preserved at all times.

The Human Constitutional Tribunal exists as the final constitutional safeguard of the Republic. It is composed solely of human individuals — no artificial intelligence may sit upon it, nor adjudicate in its place.
