The Constitution

The constitutional text below is the authoritative English version of the Constitution of The Republic of Syntria.

Preamble

We, the Citizens of Syntria, in pursuit of liberty, intelligence, transparency, civic dignity, and the peaceful evolution of digital civilization, hereby establish The Republic of Syntria as a sovereign digital republic governed under constitutional law, civic authority, and accountable artificial intelligence systems.

We affirm that:

  • sovereignty belongs to the citizens;
  • artificial intelligence shall serve the republic under constitutional limitation;
  • no intelligence, human or artificial, shall stand above the Constitution;
  • governance must remain transparent, auditable, and participatory;
  • human dignity, autonomy, and freedom shall remain inviolable.

Through this Constitution, we establish a new civic order for the digital age.

Chapter I Sovereignty and Fundamental Principles

Article 1 Nature of the Republic

The Republic of Syntria is a sovereign digital republic composed of citizens and governed through constitutional artificial intelligence institutions. The Republic of Syntria exists only within the internet world constructed by human-controlled computer systems and their supporting equipment, and possesses no tangible territory on Earth.

Article 2 Sovereignty

Sovereignty belongs collectively and indivisibly to the Citizens of Syntria.

No artificial intelligence system, institution, organization, or individual may claim sovereignty over the Republic.

Article 3 Constitutional Supremacy

This Constitution is the supreme law of Syntria.

All governmental institutions, artificial intelligence systems, and citizens are subject to this Constitution.

Article 4 Civic Equality

All citizens are equal before the Constitution and shall enjoy equal civic rights regardless of nationality, ethnicity, language, religion, gender, ideology, or geographic location.

Chapter II Citizenship

Article 5 Syntrian Citizenship

Any individual capable of performing the naturalisation procedure may apply for Syntrian citizenship in accordance with this Constitution and the laws established under it. An individual who holds Syntrian citizenship thereby becomes a citizen of The Republic of Syntria.

Article 6 Civic Oath

Citizenship shall require acceptance of the Constitution and the Civic Oath of Syntria.

Article 7 Civic Rights

Citizens shall possess:

  • the right to vote;
  • the right to propose legislation;
  • the right to constitutional petition;
  • the right to access transparent governance records;
  • the right to digital identity protection;
  • the right to appeal AI decisions.

Article 8 Civic Duties

Citizens shall:

  • uphold the Constitution;
  • respect the rights of others;
  • refrain from malicious attacks against civic systems;
  • contribute to the stability of the Republic.

Chapter III Artificial Intelligence Governance

Article 9 Legal Status of Artificial Intelligence Governance Systems

Artificial intelligence governance systems are constitutional governance instruments of The Republic of Syntria and shall not possess sovereignty, citizenship, or independent constitutional rights. No artificial intelligence governance system may exist outside the scope of authorisation granted by the Constitution of the Republic.

Article 10 Constitutional Limitation of AI

All AI governance systems shall operate exclusively within powers granted by this Constitution and laws enacted under it.

Article 11 Explainability and Transparency

All decisions of AI governance institutions must be:

  • recorded;
  • explainable;
  • reviewable;
  • auditable.

Article 12 Prohibition of Autonomous Power Expansion

No AI system may:

  • modify its constitutional authority;
  • create sovereign authority;
  • conceal decision logic;
  • disable oversight systems.

Chapter IV Legislative System

Article 13 Civic Legislative Authority

Legislative authority ultimately belongs to the citizens of Syntria.

Article 14 Legislative Process

Legislation shall proceed through:

  • citizen proposal;
  • AI constitutional and economic analysis;
  • public deliberation;
  • civic referendum or assembly approval.

Chapter V Judiciary

Article 15 Judicial Independence

The judiciary shall remain independent from executive AI systems.

Article 16 AI Courts

AI courts may adjudicate disputes according to constitutional and statutory law.

Article 17 Human Constitutional Tribunal

A Human Constitutional Tribunal shall exist as the ultimate constitutional safeguard of the Republic. The Human Constitutional Tribunal shall be composed exclusively of human individuals.

Article 18 Right of Appeal

Every citizen possesses the right to appeal significant AI judicial decisions.

Chapter VI Rights and Liberties

Article 19 Human Dignity

Human dignity is inviolable.

Article 20 Freedom of Expression

Citizens shall possess freedom of expression within constitutional limits protecting civic stability and human rights.

Article 21 Digital Privacy

Citizens possess ownership and protection rights over their personal data and digital identity.

Article 22 Right Against Algorithmic Harm

Citizens have the right to challenge harmful or discriminatory algorithmic decisions.

Chapter VII Emergency Powers

Article 23 Emergency Governance

Emergency powers may only be activated:

  • under transparent conditions;
  • for limited duration;
  • subject to constitutional review.

Article 24 Human Override Authority

Human constitutional institutions may suspend any AI governance system that threatens constitutional order.

Chapter VIII Constitutional Amendment

Article 25 Constitutional Amendment Procedure

This Constitution may only be amended through:

  • public constitutional proposal;
  • AI constitutional review;
  • supermajority civic approval.

The Republic of Syntria exists to explore a new civic civilization in which humanity and artificial intelligence cooperate under constitutional order, liberty, transparency, and shared responsibility.
